What type of Elf is Flare? Is she a Wood Elf? Or maybe a Left-Handed Elf?
My money is on that she's a Dunmer but then again I might be wrong because very Dunmer from Morrowind is racist.

If she were to wear a hat over her head, she would have to purchase a very large one.

The alternative is her wearing a hat with punctured holes or wear a small hat on the tip of her horn. The risk with the latter choice being the hat could easily fall off the horn if duct tape is not applied.
